People who were born in New York City and do not identify as male or female can now select the gender-neutral designation of X on their birth certificates.

Mayor Bill de Blasio signed the provision into law last week. In 2014, the city passed a law that removed the requirements of surgery and legal name-change for transgender people who wished to change the gender designated on their birth certificate from female to male or male to female.

Across New York City, more than 70 restaurants are tossing their oyster shells not into the trash or composting pile, but into the city's eroded harbor. It's all part of Billion Oyster Project's restaurant shell-collection program.

The stretch limo that crashed in Schoharie on Saturday, killing all 18 people aboard plus two pedestrians, had failed inspection just one month ago. Governor Andrew Cuomo, speaking to reporters at a Columbus Day parade in New York City, says the driver of the limo also did not have the proper license.
